OUR HISTORY
Origins
Joint efforts between Morija Museum and Archives and the Royal Archives and Museum began in mid-2014. As they began to realise the wealth of heritage and living culture in the larger Morija-Matsieng area, the consciousness within the communities concerned to preserve and gain a return from these assets, and the potential to succeed in this regard through collaborative efforts, a Steering Committee was inaugurated in mid-2016 under the auspices of the Principal Chief of Matsieng, as well as local Members of Parliament.
The Steering Committee, composed of chiefs, councillors, and representatives of schools and churches, had three main priorities: to draft a constitution that would enshrine its aspirations, to attract other sympathetic persons in the community to support this initiative, and to draft project documents that could be used to mobilise resources to implement the needed improvements.
A 39-page Constitution was registered under the Societies Act in February 2020, Reg. No. 2020/55. It provides for a series of inter-related bodies that constitute the SSM Network. All of these structures are in place.
WHAT SSM IS
A Platform for Community Growth
SSM is not a business enterprise. It is a platform which institutions, associations, businesses and others can utilise to improve services and grow within the greater Makhoarane region. The Morija-Matsieng Heritage Tourism Project entails the development of a premier tourism destination encompassing the villages of Morija and the three Royal Villages of Phahameng, Makeneng and Matsieng, as well as the surrounding communities and natural features. Multiple stakeholders within both the public and private sectors collaborate in this undertaking through the Network.
Preservation of outstanding heritage in the three Royal Villages and Morija, known as Selibeng sa Thuto, the Well-Spring of Learning, serves as a base for catalysing the growth of creative and cultural industries, the broader tourism value chain, and other forms of investment in the Makhoarane area. A Feasibility Study, financed by the Ministry of Development Planning, was finalised in late 2019. The SSM project was adopted by the Public Sector Investment Committee in 2017. Ongoing research and expanded research partnerships are deepening the basis for presenting and interpreting this important cluster of heritage sites, significant not only for Lesotho but for the wider sub-continent.

Royal Patronage Conferred
On 20 May 2023, SSM held its formal public launch at the Princess 'Maseeiso Memorial Hall. Their Majesties King Letsie III and Queen 'Masenate Mohato Seeiso attended, together with the Minister of Trade and Tourism and 350 or more stakeholders including traditional leaders, government officials, international partners, and community members. Royal Patronage was formally conferred on that date.
HOW WE ARE GOVERNED
Organisational Structure
SSM is governed through a multi-tiered system that separates operational, financial and strategic functions.
The Governing Council
Sits at the apex of the structure. It is chaired by Morena Seeiso B. Seeiso, District Chief of Matsieng and brother to His Majesty King Letsie III. Its composition includes the Principal Chief of Matsieng, the Chair of the Makhoarane Local Government Council, representatives of Morija Museum and Archives and the Royal Archives Matsieng, the Member of Parliament for the Makhoarane constituency, a tourism industry representative, and civil society. This composition ensures representation across traditional authority, democratic governance, cultural institutions, legislative oversight, private sector, and civil society. The Governing Council appoints all bodies, approves strategic plans, reviews audits, and holds dissolution authority under the Constitution.
The Management Committee
Handles operational authority. It is a 19-member body chaired by Mr Ts'ele Lemeke, with Ms Palesa Malia as Deputy Chair and Mrs 'Mantolo Moonyane as Secretary. It includes local chiefs or their representatives from the four heritage villages, Local Government Council representatives, cultural institution representatives, SSM village representatives from each of the four core villages and four outlying areas, and two members elected by the Annual General Meeting. The Management Committee implements strategy, approves policies and contracts, and operates bank accounts under a mandatory dual-signatory rule.
Village Steering Committees
Operate at community level in each of the four core villages: Makeneng, Matsieng, Morija, and Phahameng. Each is composed of village chiefs or their representatives, ward councillors, community representatives, local institutions including churches and schools, and local business representatives. They implement SSM activities at village level, mobilise community participation, identify local heritage priorities, manage village-specific projects, and report upward to the Management Committee and Governing Council.
The Makhoarane Heritage and Tourism Fund Trust
Registered November 2020 as Trust No. 2020/0070, is a separate legal entity that receives, holds, and disburses all funds. Trustees cannot sit on the Management Committee or Administrative Unit. All money flows only through the Trust. The accounts are subject to annual professional external audit, monthly reporting to the Management Committee, and dual signatories on every withdrawal. This dual structure, a registered Society for programme delivery and a registered Trust for financial stewardship, ensures separation of operational and fiduciary functions consistent with internationally recognised accountability standards.
